DECATUR, Ga. (Atlanta News First) — DeKalb County CEO Lorraine Cochran-Johnson is proposing a 120-day preparation period before the county implements its new urban camping ordinance, following a divided vote by county commissioners. The Board of Commissioners approved the ordinance 5-2 on Oct. 27. The measure bans camping and certain related activities in public areas. Supporters say it will improve public safety.Under the ordinance, officers must issue a warning before making an arrest.“The basis is notice, making sure that people understand, because some people don’t know where they can camp. Some people don’t even understand that you can’t hang out at certain convenience stores and areas and aggressively panhandle,” Commissioner Nicole Massiah said.Commissioner Ted Terry, who voted against the measure, said he is concerned it could criminalize people experiencing homelessness. He said the county should focus on diversion instead.“We’re shuffling, you know, humanity from one sidewalk
